But, when I initiate a shutdown (without reboot) from photon, I get a screen with message "It's safe to power off" 
displayed by QNX. I just want to append a custom mesas age to this instead of "It's safe to power off". Can this be done
 if source code is available for phshutdown??

Unfortunately not.  The best thing to do is simply request the source code to phshutdown from your sales rep and modify 
it yourself, if it is not posted already in the GUI Project:
